center of excellence notation in the catalog

We have added a notation to the catalog records associated with the Center of Excellence project. This is the ASERL project to create centers of excellence for government documents collections throughout the southeast. We will be a collection point for A98s-- documents of the Food and Nutrition Service. You can read more about the program or read Judith Russell's article on the program for DttP.

Below is what a record will look like. We will link to digital copies in Haithi Trust as possible (we have committed to keep both print and digital). The series title will be the indicator of the ASERL CoE program. The documents will also be stamped with the ASERL stamp.
